Terms of Reference
Long Term National Consultant
Survey Support, Quality Assurance and Reporting
1. Background
To respond to the devastation caused by the earth quake on 8th October 2005, the Government of Pakistan established an Earthquake Reconstruction and Rehabilitation Authority (ERRA). Working in the affected areas of the North West Frontier Province (NWFP) and the Region of Azad Jammu and Kashmir (AJK), ERRA has the overall management responsibility for the reconstruction and rehabilitation efforts.
ERRA has set up a Monitoring and Evaluation Wing (M&E Wing), which implements the Earthquake Monitoring and Evaluation Framework (EMEF) to track and report progress for ERRA programme. The M&E Wing is responsible for designing and implementing the central M&E system which provides the robust summary information on progress to enable GoP and partners to monitor strategies and demonstrate accountability. This central M&E system is in addition to monitoring of individual projects and programmes conducted by PERRA, SERRA, and DRUs. The aim is to backstop and support project level monitoring, and to provide a minimum set of independent robust information on overall progress and effectiveness of Reconstruction and Rehabilitation.
HTSPE is implementing the project on behalf of DFID, a project of support and capacity building to the ERRA M&E Wing. The project was mobilised on 1 July 2007 and was initially planned to last two years. The project is expected to be extended up to December 2010.
2. Requirement for Services
The position is required to ensure quality implementation of population impact and facility beneficiary surveys, collaborate and contribute to the development/finalisatiion of a new set of instruments for facility and beneficiary monitoring and contribute significantly to the analytical outputs from facility and beneficially monitoring, impact surveys and secondary data from sources like FBS. The position also requires oversight on quality assurance for all data generated by the ERRA M&E Wing.
The consultant will be responsible for following specific tasks:
1. Ensure the quality assurance of the data collection and data validation of the impact assessment surveys.
2. Responsible locally for the development/finalisation of improved set of facility/beneficiary monitoring questionnaires in collaboration with international TA support.
3. Responsible for ensuring high-quality data collection of the facility/beneficiary and impact surveys.
4. Ensure appropriate documentation of survey and sampling procedures along with post-survey data validation and data correction. Ensure that agreed procedures are consistently applied for all surveys.
5. Support the development of collaboration with the Federal Bureau of Statistics to access the PSLM data and other micro-data.
6. Contribute to the analysis of the data from both the facility and impact surveys.
7. In carrying out responsibilities 1-6, maximise both the formal and informal learning opportunities for ERRA monitoring and evaluation staff.
8. Contribute to regular progress reports for the areas covered in 1-6.
9. Ensure regular and effective communication with international TA collaborating on technical issues related to design of data collection instruments data quality and analysis.
10. Assist Team Leader in management responsibilities for the TA project implementation, as appropriate.
3. Reporting
The consultant will report to TA Team Leader.
4. Qualifications, Experiences and Skills Required:
The position requires the candidate with a post graduate degree in a field related to development/social sciences/statistics/survey implementation. The minimum relevant experience required is at least ten years with at least four years experience in designing and managing M&E systems and data processing at a senior position. Experience of training/mentoring in an on-the-job context with government staff desirable.
The professional expertise required in the following areas:
1. Proven experience of managing large-scale data collection and monitoring exercises, demonstrable understanding of the dynamics of rehabilitation interventions.
2. Experience of designing, conducting and analysing socio-economic surveys outcome and impact surveys, encompassing the sectors of health, education, social protection and livelihoods.
3. Experience of communication and interaction with rural communities and civil society organisations.
4. Experience of training/mentoring survey design, implementation and analysis skills.
