Project Details - Technical Review of Project 'Support to the Food, Agriculture and Animal Husbandry Information Management and Policy Unit (FAAHM) in Developing an Agricultural Statistics and Market Information S| Project: | Technical Review of Project 'Support to the Food, Agriculture and Animal Husbandry Information Management and Policy Unit (FAAHM) in Developing an Agricultural Statistics and Market Information S | Client: | European Commission | | Country: | Afghanistan | Status: | COMPLETED | | Location: | Kabul, Herat, Mazar-I Sharif | Period: | 01-06-2009 to 30-07-2009 | | Overview: | Assist MAIL and MRRD in developing agricultural statistics and marketing information system in support of agricultural development planning and policy making with particular focus on food security and poverty alleviation.
The assignment is aimed at:
1. Full review carried out of the FAAHM project .
2. Assessment whether the objectives of the project are being achieved.
3. Project results and outputs reviewed and assessment carried out whether these are in line with the project document and how best they can be achieved.
4. Efficiency and adequacy of project implementation reviewed including availability of funds as compared with the budget.
5. Adequacy of monitoring and evaluation system.
6. Linkages with other divisions within Policy & Planning Department of MAIL.
7. Review the dissemination of generated information and reports.
8. Design and provide a proposal for the next phase.
Assess the follow up to the NRVA within the context of early warning and monitoring of the poverty and vulnerability situation by the MRRD and MAIL
Services requested refer to the above mentioned objectives. Within the framework of the mission’s general terms of reference, the team leader will specifically review the project in line with the PCM i.e. relevance, efficiency, effectiveness, impact and sustainability.
1. Efficiency and adequacy of project implementation including availability of funds as compared with the budget, the quality and timeliness of activities, managerial and work efficiency, implementation difficulties, adequacy of monitoring and reporting, the extent of national support and commitment, and the quality of administrative and technical support.
2. Effectiveness of project in terms of agricultural statistics and information system already established (circulation of information and use of information), capacity building activities undertaken and filling skills gaps within statistics division of MAIL.
3. Quantitative and qualitative assessment of data collected, processed, interpreted and reported. Critical review of content, frequency and reporting of agricultural statistics and recommendations to improve the system.
4. Study other institutions involved in agricultural data collection and reporting and determine whether data collected is accurate, reliable and comparable to statistics and information generated by FAAHM.
5. Assess farmers/communities needs in rural areas and determine type, level and frequency of marketing information critical for crop production decision and food security in the country.
6. Recommend a strategy for EC support to Food Security Information Systems in Afghanistan
7. Assess the capacity of MRRD in steering a the follow up to the NRVA in close partnership with WFP, and design a potential plan for its implementation
Prepare the draft report of the mission including findings highlighting the progress and future directions for FAAHM project and recommendations on EC support strategy to Food Security Information Systems in Afghanistan.
The consultants are responsible for producing the following outputs:
1. A comprehensive review and assessment of Food, Agriculture and Animal Husbandry Information Management and Policy Unit (FAAHM Project) to assist Government in readjusting its focus and thrust to enhance effectiveness of the project.
2. Work plans and budgets reviewed in relation to project document.
3. Pace of implementation and progress of project reviewed.
4. Review of technical and administrative capacity to deliver expected outputs in qualitative and quantitative terms.
5. FAAHM is aware and well coordinated with other institutions involved in the production and reporting of agricultural statistics and marketing information.
6. FAAHM's generated information is circulated according to well defined standards.Recommendations to make FAAHM more effective and dynamic in the overall set up of Policy Unit through specific surveys/studies for agricultural planning.
7. Recommendations for EC's future support to Food Security Information systems in Afghanistan
Provide a realistic plan for MRRD to implement a new and reduced follow up to the NRVA |
