Overview:During the years of conflicts in Afghanistan, a huge number of Afghans left their country, leading to a one of the biggest refugee displacement. Since 2002, 5.2 million Afghans have returned to Afghanistan. However, a high number of Afghans still remain in the neighbouring countries (around 2.1 million in Pakistan and 0,9 million in Iran). The return of 5.2 million Afghans has further strained financial and human capacities within the Afghan Government and the donor community in order to sustain the reintegration effort. The EC has been funding since 2002 several projects to strengthen the reintegration of returnees in Afghanistan, and to support vulnerable refugees in neighbouring host countries through the Aid to Up rooted People (AUP) budgets. The last Commission Decision 19101 foresaw six contracts with International Organisations and NGOs, within the Regional Programme for Asia. Four of them (UNHCR, UNHABITAT, NRC, HELP) have been contracted late 2007/early 2008 and are currently being implemented. They will be evaluated through the present mission. The two remaining contracts will be concluded before the end of 2008. Given the political instability in Afghanistan and in Pakistan, the deterioration of the security situation, as well as the reinforced will of the Government of Iran to continue the deportation policy, the issue of the Afghan up rooted people is very likely to remain on the top of the agenda. Therefore a new Commission Decision is foreseen to be adopted in the first semester 2009 to follow up the action. The present mission will thus be tasked to identify the needs and opportunities of activities within this next Decision. The purpose of the evaluation is to provide the European Commission with an overview of the projects which are being implemented under the COM Decision 19101 as well as identifying further activities to improve the efficiency of the action. The evaluation team will assess two mains issues with the partners currently implementing projects: 1) Evaluation of the four on going projects. Regarding the two projects to be contracted before end of the year, an initial evaluation of the concept and the design is requested. The Project Cycle Management criteria (relevance, efficiency, effectiveness, impact and sustainability) will apply for the evaluation of each project. 2) Identify the needs and opportunities for future action: Upon the results of the evaluation of the activities and on the evolution of the situation of the up rooted people in Afghanistan and in the two main host countries (Iran and Pakistan), the evaluation team will draw up recommendations for further follow up and/or new activities to be funded in the framework of the next EC Decision. The needs and opportunities will have to be presented according to the format of a logical framework matrix. The policies towards Afghan refugees in the two main host countries will have to be strongly taken into account for both specific objectives.
