Overview:According to the Mine Action Programme in Afghanistan (MAPA), currently more than four million Afghans (around 17 percent of the population) are living in 2,361 contaminated communities throughout the country. An estimated 687 square kilometres of land containing 5,154 hazardous areas with different types of anti-personnel and anti-tank mines or littered with countless pieces of (ERW) still requires clearance. Seventy-five percent of these impacted communities are found in 12 of the country’s 34 provinces. On average 62 Afghans are killed or injured every month by anti personnel mines. The clearance of minefields is a prerequisite for farmers to recover their livelihoods, and in that sense is complementary to the big support of the European Commission (EC) towards agriculture and livelihoods recovery. The Social Protection programme of the EC is also complementing the mine action activities, through the support to the MoLSAMD and action towards people with disabilities. The EC has been funding since 2002 several projects to support the MAPA. The last Commission Decision (ASIE/2006/18320) included contracts UNMAS and UNDP which will be subject to evaluation in the present mission. Given the challenge lying ahead to achieve the benchmarks of the Ottawa treaty and the ANDS the EC intends to provide further funding for the sector. A new Commission Decision is foreseen to be adopted in the first semester 2009 to follow up the action. The present mission will thus be tasked to evaluate the on going projects and to identify the needs and opportunities of activities that could be implemented within this next Decision. The purpose of the evaluation is to provide the European Commission with an overview of the projects which are being implemented under the Commission Decision ASIE/2006/18320 as well as identifying further activities to improve the efficiency of the action. 1) Evaluation of the two on going projects contracted with: • UNMAS regarding the support to the MAPA. The transition process to national entities as well as the new standards of operation of the MAPA will be carefully studied. • UNDP for Anti Personnel Mine Stockpile Destruction (APMASD). The projects will be evaluated against their original logical framework matrix. 2) Identify the needs and opportunities for future action: Upon the results of the evaluation of the projects and the evolutions of the sector, the evaluation team will draw up recommendations for further follow up and/or new activities to be funded in the framework of the next EC Decision. The advantages and drawbacks of channelling the funds through the Voluntary Trust Fund (VTF) of UNMAS will be studied. Recommendations to strengthen the capacity of the Afghanistan National Disaster Management Agency (ANDMA)/ Department of Mine Clearance (DMC) will be presented. The needs and opportunities will have to be presented according to the format of a logical framework matrix.
